Starting from a new account, this is the order the roster opens up. Profile Level unlocks the character; the character then progresses on its own.

Two different levels

Which Level Unlocks Characters?

Character unlock requirements use your account-wide Profile Level. This is different from the individual Civilian Level you earn after playing a specific character.

A character is not unlocked by that character’s own level. Account Level is account-wide; raising one Civilian does not raise it.

Troubleshooting

Why Is This Character Still Locked?

Most cases come down to checking Profile Level instead of the character’s own level, so start there.

  1. Character unlocks use your account-wide Profile Level, not that Civilian’s individual level.

  2. Some Civilians use an edition entitlement instead of Profile Level progression.

  3. Reopen the roster and confirm whether the character is now selectable.

  4. If the roster has not refreshed after meeting the requirement, re-open it or restart before assuming the requirement is wrong.

How do you unlock Civilians in Halloween: The Game?
Some Civilians are available automatically. Six unlock through Profile Level, and two are granted by the Digital Deluxe Upgrade.
Which Civilians are available from the start?
Eric Dunn, Marcus Navarro, Rachel Calahan, Tanya Harrison are available automatically.
What level unlocks Jennifer?
Profile Level 5.
What level unlocks Thomas?
Profile Level 10.
What level unlocks Bob?
Profile Level 40.
What level unlocks Annie?
Profile Level 55.
What level unlocks Laurie?
Profile Level 70. Laurie Strode also has an alternative access path through an eligible edition entitlement.
Is Civilian Level the same as Profile Level?
No. Profile Level is account-wide and unlocks the Civilian in the first place. Civilian Level is earned separately on that character after you can play them.
Do I need to complete Progressive Challenges to unlock a character?
No. A character is unlocked by Profile Level or an edition entitlement. Progressive Challenges are the per-character progression you work on after the character is already playable.
Do I need an edition to unlock the other Civilians?
Alexis Purcell and Richard Hawthorne are the only Civilians in the current unlock data that require the Digital Deluxe Upgrade. Every other Civilian is available automatically or through Profile Level.
